Description
Summary:The research is a strategic research focusing on defense policy of a state. The aim of the research is to analyze and understand Australian Defense Policy within period of 2008-2009 and its implication towards Indonesia in order to formulate strategic concept which is necessary in conducting long term strategic preparation to avoid strategic shocks that could occur as the result of continuous evolving of the more liquid and uncertain strategic environment as well as to preserve our own national interests. The research was conducted by literature study that is by investigating the documents, books, articles on journals, magazine, newspaper as well as other data which are relevant to the research variables. Subsequently, the data were analyzed by using qualitative approach that is by collecting and grouping, systemizing and then assessed and clarified. In addition, interviewing was conducted in order to provide response of the implication of this long term defense policy. The research shows that the implication of Australia defence policy that focused on military capability development in particular on air and naval capabilities and revitalization of the United States-Australian alliance in facing Chinas influence and presence in the region as well as Chinas emerging in military power has resulted a particular threat perception. Because of its strategic space between Asia and Australia as well as between the rivalry of the United States and China, consequently, Indonesia is necessary to determine its strategic positioning. The strategic options for this positioning are neutral, rebalancing and bandwagoning. Provided that neutral is taken as strategic decision then Indonesia needs to build its conventional defence capability at high credibility that stronger enough to defend its territory and sovereignty from attackers and aggressors. While rebalancing is as strategic option, then Indonesias defence capability must focus on credible maritime and air capability force structure that are able to retaliate from real attack and to conduct force projection encircling Indonesian territory or beyond. If option three, bandwagoning, were the strategic decision then our defence capability build up should be interoperable with capabilities of master states. To determine strategic positioning is strategic policy which should be decided with the intention that the direction of arms building will be clearer and concrete.
