Based on profile of the Public Hospital of Prof. DR. R. Kandou Manado in 2010, ratio of inpatients and nurses was 1.3. It indicates that high work burden of nurses was correlated to 85% BOR data. From 2009 to 2010, there were 77 complaints presented through mass media associated with services in the hospital, in last two years, there had not been routine report of nosocomial infection incidences, and, in 2005, the hospital was accredited, but there were three activities which had not been passed, these were K3 services, PERISTI, and INOS service. Objectives: To analyze characteristics of nurses (age, work period, education, and training) by applying universal precautions, analyze correlation between perception complete instruments and infrastructures and application of universal precautions, analyze correlation between perception and application of universal precautions. Methods: This research is quantitative, using cross-sectional design. This research was conducted in THE PUBLIC HOSPITAL Prof. DR. R. Kandou Manado. Total sample of research were 100 nurses. This research was conducted from December 2011 to February 2012. Measurement tools used in this research were the structured questionnaires and observational sheets. Samples were taken by purposive sampling, data were analyzed by using chi square and regression. Results: Analysis of data indicated that education correlated to behavior of nurses in applying universal precautions. Age, work period and training did not correlate to behavior of nurses in applying universal precautions. Perception complete instruments & infrastructures and perceptions of problem severity for nosocomial infection, nosocomial infection risk and self-competency of nurses to avoid nosocomial infection correlated to behavior of nurses in applying universal precautions. Conclusions: perception complete instruments & infrastructures, perceptions self-competency of nurses correlated to behavior of nurses in applying universal precautions.
