Background: Mukomuko Regency is a development region originated from North Bengkulu Regency with population of 156,132 people, at the current time the utilization of public health seNice to the poor participant of jamkesmas at Mukomuko Regency still very low compared to the national projection 15%. Data for 2009, the visiting number of Jamkesmas participants was only 3.65% and for 2010 was 3.93% out of the participant number at 43,703 peoples. The low of utilization of health seNice by the poor participant of Jamkesmas was interesting to be studied, why the health seNice that was guaranteed by the government was not utilized optimally by the public. Objectives: To knowing what are the factors that caused the low of utilization of Jamkesmas in Mukomuko Regency. Method: This was analytic study used quantitative method and was supported by qualitative, used cross sectional design. The subject of the study was the poor participant of Jamkesmas, the study was performed at four Public Health Center (PHC) those were Ipuh PHC, Pondok Suguh PHC, Tunggal Jaya PHC, and Kota Mukomuko PHC. The instrument of the study was questionnaire and indepth inteNiew guidelines. The quantitative data was analyzed used univariate, bivariate and multivariate method. Results: The poor participant of Jamkesmas at Mukomuko Regency still few utilized the health seNice because the lack of knowledge, not get socialization both directly and not directly such as by leaflet, banner and so on. Public transportation vehicle was not available, the human resource was lack, road infrastructure was not sufficient, the public culture was still many of them utilized traditional healer, shame to used the Jamkesmas card and the card distribution was not appropriate target. Conclusion: Out of 3000 respondent participant of Jameksmas that utilized the health seNice 58.7%, 41.3% of them not utilized the health seNice. The variable of knowledge on Jamkesmas, perception of barrier to the Jamkesmas health seNice and perception on the benefit of Jamkesmas health seNice, had significant correlation p<0.05 to the utilization of Jamkesmas.
