Variety of changing in the Regent-election system since the introduction of the reform agenda is able to compel the stake-holders in a choice to make several adjustments to the changes. The stakeholders include the candidates who participate, the success-team, and the political parties that are used as the political vehicle for the candidate. This study focuses on the political strategies of candidates and the success of the team in a competitive election. This study is important because in reality there are many stake-holders in an election do not understand the process that needs to be done in following the process of election. It causes a lot of frustration both in process and outcome. It happens because there is no efficient and effective strategies they have used. In fact, there are often conflicts among the candidates and there are candidates in the elections become stressed and died. The success of a political contestation cannot be separated from the political strategy by each party. Good political strategy must be created and compiled based on the modern concepts and developments. The modern concept of political strategy has several phases that must be addressed, namely the situation analysis phase, the formulation phase, implementation phase, the phase of monitoring and evaluation. To that end, candidates, success-team, and political party must have skill in carrying out the various stages, in order to gain political support from the community effectively and efficiently. This study aims to illustrate how these phases, and how the process of implementation of the strategy is set by Telly Tjanggulung and his success-team during the election process. This research topics is �How was the planning and execution of political strategy by the success-team of Tjanggulung Telly in the Regent election in Southeast Minahasa in 2008� This study uses a qualitative descriptive method that aims to describe the various processes performed by the candidate of Telly Tjanggulung and his success-team, in doing the strategic planning for the implementation of the election in Southeast Minahasa in 2008. Telly Tjanggulung�s case illustrates how important a political strategy is to maximize the political support from the voting public. The utilization of the role of human resources involved, especially the success-team, the use of modalities that are owned and also the flexibility in the implementation of strategies for the victory of Telly Tjanggulung. The strategy was already planned very often still have to undergo a change in the implementation phase. The roles of alternative strategies are needed. Sometimes, the candidates and the success-team should be forced to be pragmatic for a political victory. Pragmatism is often becoming a determining factor for the success of a strategy. Consideration of "" last-minute swing voters ' and the ' band wagon effect ", become the factor of motivation of the candidates and his success-team to be pragmatic." In fact, various commitments had to be ignored for the pragmatic considerations.
