| Summary: | The special zone in GHSNP is set up to accommodate the communities who
have already been in National Park area and the areas that have been developed as a
primary function of economic regions. In fact, the implementation was not running
as smooth as expected. There are still remains some problems which is a conflict
between local communities and GHSNP still occur, some local government still has
not paid attention to the program and the lack of the source financing. Because of
these problems, the process of designation of special zone was delayed.
The researcher tried to describe the participatory process of designation of
special zone in GHNSP and to identify the cause of the slow process of designation
of special zone and to formulate the feasible solution to solve the problems. The
author has employed qualitative method consisting of interviewing as well as
document research for this thesis. A Project Cycle Management method is employed
to analyze the causes that hamper the process of designation of special zone in
GHSNP and to formulate the idea for a solution. Then, the hypothetical solution
project which called Project Design Matrix is verified by the stakeholders to check
its relevances.
The result is that the stakeholders agreed that the intensification of
cooperation between GHSNP and local communities, mobilization of the support of
local government to community program such as community empowerment
program, ecotourism program, and environmental education program are the key for
advancing the designation of special zone. The improving relations with the
community can be done by persuading the community leader and strengthening
community institution. The CSR program can be obtained from private companies to
get more funding and to improve the public awareness regarding the importance of
GHSNP. CSR program can also support the MKK program to be implemented in
other villages so that the villages will follow the success of Sukagalih villages.
In conclusion, all stakeholders assure that action plan to improve the GHSNP
special zoning program can be implemented and the overall goal of the project can
be achieved. However, the important thing for maintaining the result after the project
is the awareness, transparency and the commitment among the stakeholder. |
