EVALUATION OF THE POLICY IMPLEMENTATION : THE CASE OF FISHERIES PRODUCT PROCESSING CENTER IN INDRAMAYU, WEST JAVA PROVINCE, INDONESIA

This study investigates the cause of the failure of implementation of government policy for a fisheries community in the fisheries center in Indramayu Regency, West Java province, Indonesia, by using Likert scale and SPSS method for further calculation. The finding of this study shows that the failure to implement a policy is due to the gap between the desires of the policymaker and the recipient of that policy. It is reviewed from two viewpoints, namely the educational background and experience of working in a fish-processing unit. Moreover there is a lack of readiness of the fish processor to implement the policy that is provided by the Government. In addition, the Government seems to use their authority to implement a policy that is made without considering more about the condition of the community in the fisheries center. These findings indicate the importance of communication between the decision maker and the recipient of a policy for the acceptance of the policy to achieve a common goal.
