The research goals are: (1) finding whether the SKB No. 3 2008 is proper or improper with democratic values of Indonesia, (2) defining and explaining whether the conflict between the Ahmadiyah and the non-Ahmadiyah community is threatening national defense, (3) the effectiveness level of SKB No. 3 2008 of politics identity perspective and its relation to national defense The method in use in this research is qualitative method to find the solution on research problem. The method chose base on thought about the society condition without any hypothesis made. Therefore, researcher also uses descriptive analysis method to express clear definition on the problem of the research. Literature/ bibliography study use to collect and process of secondary data uses. Therefore, primary data collected through observation and questionnaire or interview on sources. The data analysis use inductive process therefore the complete problem�s symptom is found. The result shows the conflict between Ahmadiyah and non-Ahmadiyah community still exists in various types although there is SKB No. 3 2008 is issued. The conclusion is the SKB No. 3 2008 is ineffective in the perspective of national defense aspect and SKB politic identity.
