POLITISASI MARGA DALAM STRATEGI ELEKTORAL DI PEMILUKADA TOBA SAMOSIR TAHUN 2010

This study emphasizes on how the marga used as a political issue that politized and used in preparing the electoral strategy of the elite in the general election of Toba Samosir regency in 2010. Politization of marga are used to influence public sympathy as well as a tool to mobilize public support. At the end of this activity is expected to give a political legitimacy from public to the elite politic. This study uses a qualitative method with the descriptive approach. Descriptive approach intended to explore the data and facts then described, where the data and the facts are the result of the collection of documents and interviews conducted on the informants. Informants of this study include participant election of Toba Samosir regency, the teams success of each candidat, Chairman of the Electoral Commission, community leaders, local journalists and watchdog committee Chairman Election. The result of this research showed that development issues of marga in electoral politics is influenced by several factors, namely: first, influenced by growing political liberalization that bring a change to the government system that is centralized authoritarian to more decentralized. Secondly, influenced by the ideological heritage of local communities where there is a culture of Dalian Na Tolu triggered growing nepotism of marga in society. Third, influenced by the massive politization and instrumentation of marga that made by the political elite it self. Another research result suggest that elite politic mobilizing sentiment of marga to approach to society. More aver, politization of marga actualized into the preparation of the electoral strategy, namely: politization of marga in recruitment of deputy head and politization of marga in successful recruitment team. Politization of marga bring a implication for the socio-political conditionof society, namely: first, fragmented marga in the society. Second, the development phenomenon of politics dealings between the political elite and marga. Third, the erosion of cultural Dalian Na Tolu especially the third point which Manat Mardongan Tubu (respectfully honor among one clan).
