Nadar ETD Headline is the main news head. Headline as the most important part of the media to attract readers to read the story and to cause a certain effect to the readers. Therefore head strategies become very important to achieve all of that. This is in accordance with the objectives of this study include to know 1) the head strategy of headlines discourse about fuel-price hike issue represented by 'The Jakarta Post� mass media, 2) the meaning of headline discourse on 'The Jakarta Post' mass media about fuel-price hike issue, and 3) the function of headline discourse on 'The Jakarta Post' mass media about fuel-price hike issue. The method used in this research is descriptive qualitative by Fairclough social change theory that focuses on linguistic elements of words, grammar, metaphor and graphics (addition). The first discussion of this study resulted the forms of representation in headline head strategies of fuel-price hike issue which used by 'The Jakarta Post' media. Media 'The Jakarta Post' using word representations, grammar, metaphors, and graphics for resulting headlines in accordance with pragmatics journalism principles that is expressive, prosessibility, clear, unambiguous, economical and attractive. The forms of representation that is used is to give the reader an overview of how the events assessed positive and negative as well as to categorize events and also to describe the ideology owned media. The second ddiscussions of these study resulted the meaning of headlines in the 'The Jakarta Post' mass media dealing with fuel-price hike. The meaning of this headline discourse is resulted from news context, social context and representation. Generally the meaning of headline contain public opposition to fuel-price hike, because Yudhoyono planning to raise fuel prices more based on political missions and has proven burden society. The third discussions of this study resulted three functions from the existing of discourse headlines about fuel-price issue in 'The Jakarta Post' mass media. The first function is to influence readers to remain reject fuel-price hike and encourage public to seek solutions of fuel than rely on fuel which the price can be mocked. The second functionsis is to describe the public response to fuel-price prices hike. Responses that described in all of headlines contain rejection to fuel-price hike. And the third function is to describe the media ideology. The media ideologi follow the dominant, that is society. Media ideologies is reject fuel-price hike because has been burden the society economy. This study only focuses on the linguistic elements of words, grammar, metaphor and graphics.
