Summary:Regulatory changes on tin by the central government or the entrance slit for local governments to take over the management of tin strengthened by the release of law on regional autonomy. Government then uses its authority to issue a local regulation that allows the general public to mine tin unconventional. Unconventional means parties other than the two mining companies, namely PT. Timah Tbk. and PT. Koba Tin has monopolized the management of lead since the Dutch colonial era, and those who become partners of both companies. Law is a legal umbrella for the people from different walks to mine tin massively without any consequences to reclaim their land dug. The implications of rising regulation of the dynamics of tin tin mining in Bangka Belitung province, particularly in Lampur village, Central Bangka regency, then look at the pattern of the relationship between the boss and the tin men in connection with the issuance of these regulations on the lives of the miners, and the extent of social change in the dynamics of the unconventional tin mining into the questions of the research question in this study are answered in the following chapters. This research method using a case study method, by using these methods provide access to or opportunities for researchers to examine in-depth, detailed, intensive and thorough review of the social unit under study. Determination of informants conducted aiming (purposive). The research location Lampur village, Central Bangka regency, Province of Bangka Belitung precisely at locations unconventional tin mining. The data was collected using observation and interview techniques. Informants are good bosses Unconventional Lead with big capital and small capital, miners, and academics who know the ins and outs of the tin business. The data analysis technique used in this study is the reduction of data, display data, conclusions and verification. The results reveal that the dynamics of power relations in the mining between the upper and lower levels, the central and regional governments is obvious from the tug on the tin regulations for personal, group, where political actors play in it so these changes rules on tin excluded because of the insistence of the group on the basis of political and economic interests alone. Society at the basic level as a spectator and wash the dregs of contestation of power while the central and local businesses benefit enjoyed only by a small lead group (bureaucrats, businessmen). The impact of mining tin Inkonvesional and severe environmental conditions caused by illegal mining is inevitable and so far the lack of effort from the government to repair the damage that has occurred or provide solutions to anticipate where tin reserves depleted in the province of Bangka Belitung.
