Aim of the research about authority delegation from mayor city to subdistrict head which purposes to enhance public service quality in Yogyakarta is to observe implementation of the authority. This research determines problems that have been faced by subdistrict head while implementing the authority and law procedure, which is conducted to increase public service quality in Yogyakarta. This research classifies into normative and empirical law research by using yuridiction normative model. To acquire secondary data, field research has been done to get primary data from the research subject. Primary data is obtained from expert, then classifies into each field. Afterward, the data writes in systematic and consistence method. The data analyze and interpret by qualitative method. The result shows implementation of authority delegation from mayor city to subdistrict head had worked well as in mayor city law Number 11 in 2008 and mayor city regulation Number 90 in 2008. Annual work program that had been conducted by subdistrict every year can be shown in the annual report. If problems are faced by subdistrict head as executive subdistrict area occurs, subdistrict head will discuss and coordinate with village head in each subdistrict for getting a solution. The problems are divided into three aspects. The aspects are are law system aspect, principle aspect, and executive aspect. Law procedure that is conducted to increase public service quality in yogyakarta needs preparation and readiness of all components. The components start from organization, human resources, financial allocation and infrastructure facility. Subdistrict perform can be enhanced by monitoring and evaluation in public service quality.
