However, the deviant allocation of the Special Autonomy funds in Intan Jaya Regency has been a tendency to occur, so the local communities do not feel the immediate and tangible benefits of program development activities funded by the Special Autonomy funds. The purposes of this study are to find out the planning and allocation of Special Autonomy funds in Papua Province, especially in Intan Jaya Regendy, and to identify the factors that influence the less successful planning and allocation of the Special Autonomy funds in Intan Jaya Regency, Papua Province. This study was conducted using a descriptive qualitative method. The data required in this study were primary data collected by observation and in-depth interviews, and secondary data obtained by documentation technique. The data collected were analyzed by a descriptive qualitative technique. Results of this study indicate that the policy of Special Autonomy in Intan Jaya Regency has been implemented based on design made by the Government of Papua Province along with other Regency/Municipality in Papua Province. The planning and allocation of Special Autonomy funds to sectors determined more represented a top-down perspective, reflecting the needs of Central Government through Provincial Government, but not participatory planning based on the needs and interests of the local communities. In addition, the Government of Intan Jaya Regency could not do the planning and allocation of local budgets, in this case the Special Autonomy funds, because of six factors: (a) Lack of regional financial policies and compliance regulations, (b) Lack of coordination among relevant agencies, (c) Low quality human resources of the local government apparatuses, (d) Inadequate local financial reporting procedures, (e) Lack of local financial inspection mechanism, and (f) Incompatibility of expectation between government and local community.
