Description
Summary:This study is about management of cultural heritage function in Indonesia. By taking a case study in Tanah Datar Regency, West Sumatra, this study aims to explore the practice and dynamics of policy implementation of cultural heritage function in the local autonomy context (19992011). This study uses multiple types of data sources such as files, documents, and interviews in order to describe the chronological implementation of the decentralization policy of cultural heritage function in Tanah Datar. Analysis and discussion in this study are focused on understanding some of the variables that affect the implementation of decentralization policy of cultural heritage function, especially in Tanah Datar, West Sumatra. The results of this study indicate that implementation of decentralization policy of cultural heritage function in Tanah Datar Regency much hampered by a number of variables or factors, both related to the decentralization policy itself and the problems associated with the existing policy implementor. By comparing with some management cases of cultural heritage in other state, this research also indicate that efficacy of management of cultural heritage is not always depend on the system of goverment management, both decentralization nor centralization, but depend on the commitment, interest, and political will of local government. Reflecting on the case of the implementation of decentralization policy of cultural heritage function in Tanah Datar Regency, this study suggests the central government to immediately fix the problems associated with the policy formulation of decentralization in cultural heritage function. Meanwhile, local authorities are advised to immediately revise institutional policies in the management of cultural heritage which are not support the policy implementation of the decentralization of cultural heritage function.
