Summary:This research is based on the presence of graduate of the Program Subsidy Training in BBLKI Surakarta was still not work. Whereas at the Private Work Training Institutions in the building region of BBLKI Surakarta was already including a written cooperation agreement that the Company make agreement to accept the training graduate. This research uses a qualitative methods that all the informants can be asked information in purpose the information obtained from the primary data through in depth interviews and the secondary data through investigation the reports, the documents available in Department of Labor and Transmigration and Center for Industrial Work Training, Surakarta, to find out implementation of the Program Subsidy Training in the Solo Raya region. The research results found that the Program Subsidy Training was less effective. It was seen from the number of the graduate students of the Program Subsidy Training have not worked in accordance with the training vocational they have ever followed in LPKS as organizer for the Program Subsidy Training. One conclusion of this research is the policy of the Ministry of Labor as the donor from the Program Subsidy Training was not appropriate, particularly when reviewed from the curriculum/Syllabus established mainly on the number of training hours or duration of training in one training package. The policy recommendations of this research that it is necessary to do research on how number of the minimum training hours and its curriculum to support the attainment of goal of the training that is the acceptance of the graduate students of the training at the users company.
