Kawik Sugiana, M.Eng.,Ph.D. ETD Infrastructure plays an important role for inter-regional connectivity. Ports are a vital link in the overall chain of trade. Efficiency in ports means efficiency of logistics costs. Thus, port efficiency is important for economic growth and regional development, and contribute to the international competitiveness of a country. Ports in Indonesia, including Tanjung Priok, are less efficient due to poor infrastructure and management. The dominance of public for the provision of port services has been in place for decades. Government handed over management of the port to PT Pelabuhan Indonesia (Pelindo). Port reforms initiated by the formulation of Shipping Law No. 17 of 2008, followed by the preparation of the National Ports Master Plan. The purpose of this study was to assess changes in the management of the port after the port reform and its effect on the performance of services in the international container terminal of Port of Tanjung Priok. The method used for this study is qualitative deductive. Qualitative and quantitative descriptive methods are used to explain the enhanced management of port infrastructure. Assessment of the level of achievement of management through comparison with the management of world-class ports. Services performance improvement identified by qualitative methods, which compare the performance before and after the reform. Assessment of the performance level through comparison with service performance standards created by Dirjen Hubla and performance of world-class ports. These port management and infrastructure improvement variables is then associated with the services performance improvement. The results showed that port reform that separates role between regulator, in Port Authority, and operator, has pushed Pelindo, which now acts as a terminal operator to improve the performance of the terminal. Most of the performance has increased, and some experienced a decline due to a delay in the anticipated rapid growth of container flows. Improvement of infrastructure is performed quite well by terminal operator and was able to improve the performance of the terminal, but the speed of this improvement was not accompanied by an increase in the speed of services and infrastructure improvement beyond the authority of the terminal operator, such as the customs to port access.
