Summary:Indonesia's telecom industry has been growing rapidly since 2000 with the number of mobile subscribers at the end of 2010 has reached 222 million, according to the Business Monitor International (BMI, 2012). This situation resulted increased competition and affect to operator profit margin decrement. Outsorcing strategy has become one of the major options ogled by telecommunications company executives to improve the financial performance. Telkomsel as the market leader of mobile telecommunications industry in Indonesia has conducted partial outsourcing since 2005. Descriptive analysis research aims to identify the mechanism of partial outsourcing that conducted by directorate Network Telkomsel which can�t reduce operating costs and recommendation for outsourcing improvement including possiblibility to adopt managed services outsourcing model that become trend in the telecommunications industry. The primary data collection through a purposive sampling technique with interviews a Telkomsel senior management and vendor managed services in Indonesia that include Ericsson, NSN and Huawei. Stages of the study include the identification of mechanisms including current outsourcing motivation and cost analysis, value chain analysis, identifying critical success factor (CSF) Telkomsel, assesment of managed services outsourcing model and perform cost analysis between partial outsourcing and managed services. Based on research of outsourcing implementation in the directorate network Telkomsel can be concluded in general that partial outsourcing performed successfully reduced the cost of O & M Per BTS at 15.56%, but has not been able to decrease the growth of operating costs due to growth in O & M costs are strongly correlated with high growth of number of base stations. In addition, the mechanism of outsourcing that conducted by directorate Network PT. Telkomsel is still partial, only on the non-core activity, there is no standardization of the price and scope of work, and performed by many vendors. Managed services Outsourcing model would be more profitable based on cost analysis with a reduction in operating costs could reach 9.8%.
