Divisions, conflicts and differences of Islamic political thought was uncompleted. The growth of secularization and liberalization in Western, indirectly were affected the mindset of muslim politician who has restricted religious from the spiritual realm. Qardh�wī as an activist and Islamic politician in contemporary century has encouraged muslims to be moderate in problems responsing of life rests based on Shari'ah and reason. This research aimed to answer and to explain implication of the Islamic universality which became the basis of Islamic political concept according to Qardh�wī in term of political philosophy, and to understand it�s relevance toward the unity in diversity through some political aspects, especially in establishing the concept of spiritual, unity and tolerance for Indonesian unity among the plurality of Indonesian society eventhough religion, ethnic and culture. This research is library research, the formal object was reviewed of political philosophy, while material object was included the Islamic universality and it�s relevance to Bhinneka Tunggal Ika. In this research, the method of interpretation and heuristic are used to analyze the meaning of the Islamic universality in the political review by Qardh�wī as well as provide a new innovation by linking the idea of the Islamic universality in term of political philosophy which is contribute the socio-political life of Indonesia. The results from this research was described the Islamic political realm today which is faced of moral decadence and erosion of Islamic identity due to a lack muslim understanding of the Islamic universality coz indirectly Islamic preception has covered all aspects of life. To run the Islamic universality as well as political concept of Islam include spiritual realm, sovereignty, leadership, relationship, democracy and shura, unity and tolerance and economy became a major foothold in evolving Islamic political. Meanwhile, manifestation of the Islamic universality in Indonesian political life can be realized if we participate and maintain the unity in diversity as the most appropriate solution for creating socio-political situations peacefully and righteously based on moral values.
