Summary:Elderly obtain health insurance rights have been protected by the constitution and laws. Sleman District has the highest life expectancy at the national level and has conducted regional health insurance for the entire population, including the elderly. Health insurance for the elderly is needed along with the increasing elderly population in Sleman District, including the elderly with high risk, in order to provide certainty and legal protection. This research aims to determine the implementation of health insurance for the elderly in Sleman through existing health insurance policies and find the problems in the implementation as well as the efforts made to overcome these obstacles. This research method is empirical juridical, with primary and secondary data sources. Study subjects consisted of five groups of respondents, the number of elderly respondents amounted to thirty people. Qualitative data analysis. Elderly participants reach 36% of all Jamkesda participants. In the implementation of Jamkesda in Sleman District, legal agreements are born of the agreement between the parties of Jamkesda and of the law. The parties are Sleman Regency Government as the person (public corporation), participants of Jamkesda as the insured and the doctor or hospital as a health care provider. Elderly participants acquire the same rights and obligations with other Jamkesda participant in a benefit package of primary health care, with some health care is limited and not insured. Jamkesda policy implementation in Sleman District does not provide protection to the rights of the elderly to obtain health insurance as a whole in accordance with the needs of the elderly. Constraints and the efforts made in the implementation of the health insurance in Sleman District comes from internal and external stakeholders.
