Regional development is carried out by region itself. Kebumen Regency with all of the characteristics and economic problems require the development policies appropriate to local conditions. Determining leading sectors is one form of development planning. Therefore, it is need to identify the leading sectors that have competitiveness and are suitable to be developed in Kebumen Regency. This study aimed to determine the leading economic sectors in Kebumen Regency as a material information and consideration in the planning of economic development. This study uses secondary data from Gross Regional Domestic Product of Kebumen Regency and Central Java Province year 2002-2010. The analytical tools that used in this research are Klassen Typology, Location Quotient analysis, Shift-Share analysis, Overlay Analysis. The results of Klassen Typology showed that including the prime sector is Mining and Quarrying Sector. The results of the Location Quotient analysis indicated that the Mining and Quarrying Sector, the Agricultural Sector, and the Services Sector are base sectors and have potential for more rapid growth. The results of Classical Shift-share analysis indicated that the competitive sector is Mining and Quarrying Sector. The calculation of Esteban-Marquillas modification to Shift-share analysis showed that the Mining and Quarrying Sector is the sector that has a competitive advantage and spesialize. The results of Arcelus modification to the Shift-share analysis showed that the sector has a competitive advantage due to the influence of regional industry mix are Agriculture Sector, Mining and Quarrying Sector, Transportation and Communication Sector, and Electricity and Water Sector. The results of Overlay analysis based on all the analysis tools indicates that the leading sector by growth and contribution criteria in Kebumen Regency is Mining and Quarrying Sector.
