Summary:The implementation of strategic policy on the human resource development plan in educational field, among others aim to resolve the low-quality of human resource in educational field and other fields by comprehending the existence condition of local people, civil servant in the field of local education office and the facilities of education and the mapping of natural resource as the basic foundation for developing the qualified of human resource in Papua in the future time. It is done by securing the cooperation with stakeholders in Papua and outside Papua, several higher academic institutions, as well as the foundations in the Indonesia that provide scholarship for student, civil servant by the support of self-authorized fund. The education process can be conducted in abroad. This policy is very suitable to be continued since its roles of assisting the society for putting their children in school process. The research about the comparative study on the strategic policy for the development plan of human resource in the field of education is conducted within the local regions of Jayapura and Local region of Pegunungan Bintang. The instruments employed for the research are list of question (questioner) and the depth interview. The respondents for this research cover the head of local region, the vice head of local region, the head the local office for regional development plan, the head of local office for local employment, the head of local office for education and teaching, the head of national youth committee, the head of private education institution, the head of education foundation and the head of traditional board in each region. The planning process of human resource development for all fields in both of regions does not refer to the comprehension on philosophical, anthropological and sociological dimension of human being in Papua, the relation between geographical condition and the history of education during the reign of Dutch colonizer. This is proved from the following points : a) the availability of necessary human resource for the planning and the development of human resource in generally both in quantity and quality aspects is not yet identified
