Summary:The tourism has developed in Belitung province. It triggered a community-based tourism development in and around the village of Tanjung Binga. However, the development of tourism that took place today encountered many obstacles. Tourism in the Tanjung Binga village and Surrounding areas grow by itself without a direction and strategy of development. Therefore it takes a study to outline the problems that occur in the field so as to find the ideal strategic factors of community-based tourism development in this region. The goals of this research are (1) Knowing the quality of tourism product in Tanjung Binga Village and surrounding areas (2) Knowing the condition of community participations in the tourism development (3) Finding the strategic factor of community-based tourism development in Tanjung Binga Village and surrounding areas (4) Making the vision and strategy of tourism development in Tanjung Binga Village and surrounding areas.. Research method that is used is descriptive and qualitative. This research is located at Tanjung Binga Village and Surrounding Areas. This region is the center of tourism development in Belitung province. The research findings are: (1) characteristics of the tourists (2) quality of tourism products (3) Conditions of community participation. The results of this research are: (1) the characteristics of tourist is individual mass tourist typology, motivation characteristics of the tourist is the social motivation or interpersonal motivation, and a characteristic of tourist trips is to the area that is known in advance. (2) quality of tourism products can be attract tourists even though there are still shortcomings in the Bid and the provision of tourism infrastructure. (3) The condition of the existing public participation in the development of tourism is still passive. Strategic factors of community-based tourism development in Tanjung Binga village and surrounding areas is (1) Building enthusiastic of community development by increasing human resources training and development of marketing (2) environmental sustainability by the provisioning of infrastructure for the people (3) Sustainability of resources by enhancing the role of the community in conservation (4) Sustainability tourist satisfaction by improving the quality of tourism products by the public.
