The goal of this research is to obtain an understanding concerning the formulation of Special Local Regulation Papua Province No. 6 Year 2011 about general election of Governor and Vice Governor in accordance with democracy principle and special autonomy, circumstances which are the consideration basis in formulating Perdasus, and synchronization with other legislations. This research utilizes the judicial normative method which uses legislative approach, conceptual approach and is completed by empirically observing the operation of legal principles in society. The result of this research then concludes that the procedure of formulating Perdasus No. 6 Year 2011 about the general election of Governor and Vice Governor is already in accordance with democracy principle and special autonomy, albeit not thoroughly. In order to comply with mandate from Law No. 21 year 2001 about Special Autonomy, the procedure of Governor and Vice Governor of Papua Province election must be based on Perdasus. There are not so many native Papuanese representatives in political institutions. This fact becomes the conception of thinking basis regarding the importance of native Papuanese in political institution which is realized by forming Perdasus No.6 Year 2011. The synchronization is also already in accordance with regulated mechanism so that legal certainty and good governance is achieved and accomplished in Papua Province in order to implement special autonomy.
