The main purpose of this thesis is discussing how foreign aid get managed in Indonesia that may to be an illustration of the implementation of Human Development concept that World Bank adopted in 21 century. This concern as an effort to analyze World Bank�s evolution after many international demands that saw World Bank failed reach their mission of reducing poverty in many country ultimately in the mid of 1990�s. World Bank has been transforming significantly in the last one decade. But, World Bank performance and effectiveness are still questioned in several countries includes Indonesia nowadays. Although Indonesia has bad experience from World Bank�s aid especially in 1997 that caused economic crisis, Indonesia still has policy reducing poverty by use funding from foreign aids (World Bank as one of them). Therefore, the thesis will attempt to answer these questions: How aid from World Bank get managed in the program PNPM Mandiri Perdesaan in Yogyakarta? Have World Bank has transformed significantly by adopting Human Development concept?. There will be two focuses in the research. First, explaining the World Bank transformation based on their failure in the past. Second, getting an illustration how human development concept get implemented in the program PNPM Mandiri Perdesaan in Yogyakarta.
