Many institutions try to improve the quality of services by enhance the advanced technology which ironically is not necessarily going run linearly with the ease of use of information system. According to some research on the relationship between information systems with the user, a lot of inference state that the sophistication of the information system does not run linearly with ease of use. Behavioral of users is one way that can be used to look at the effectiveness of an information system. Case studies will take information systems in Bethesda. Bethesda has twenty integrated information system and has number of employees reached more than a thousand people. Research will be the evaluation of information systems based on user behavioral. The research aims to answer the hypotheses based on the literature on the relationship between user and information systems. Broadly, research is expected to give ideas about how information systems are ideal in terms of its user behavioral.
