Summary: | The participatory planning approach in Indonesia is conducted through the
Musrenbang (The Multi Stakeholders Consultation Forum for Local Development
Plan). Public participation in policy formulation or development planning
becomes important to identify their needs, because the development is considered
successful if it is able to solve problems in the community. Defining issues in
public policy is influenced by the interests of the actors involved in the policy
process.
This study aimed to get a description of the process accommodating
development projects proposed by the community, until they are being
implemented. This research applied a deductive - qualitative approach.
The results showed that The Musrenbang in Hulu Sungai Tengah Regency
is considered as ineffective. The observation of projects implemented in 2011
discovered that the projects proposed through Musrenbang only reached 39%,
while 61% comes from others, i.e. from the community proposals and the results
of parliament recess. There are several factors affecting the post-Musrenbang
planning process, those are: the non-standard mechanism of projects proposals
delivery, weak community resources, inadequate organizational or institutional
resources, and the significant role of public policy actors. In general, the local
development planning process still has some shortcomings. To optimize the
planning towards the implementation stage needs a serious effort of improvement
� from the phase of proposals submission, planning and budgeting, until the
implementation, including the stage of evaluation. |
