Summary: | Adipura program is strategic program of the Ministry of life Environment to create
clean and green city. For Boyolali regency area, that generally as point of area urban
assessment, in this case that the Boyolali regency as location point assessment was
centered in Town of Boyolali Subdistrict that is a small city in Indonesia which was
assessed success in Adipura Program, where in Boyolali Regency was able to achieve and
defending this award for seven times successively since 2005 to 2012.
The objective of the study was to describe a strategy that had been performed by the
regional government through each location administrators and describe the spporting factors
and the factors that was still impeding that the strategy thus the strategy was not maximal yet.
This was case study by descriptive approach that was analyzed by inductive approach.
The study used case study method thus it was learning on the experience that was
occurred in Boyolali Regency, able to give advise on strategy concept for other
regencies/municipalities government particularly which belong to small city which was did
not success yet in their Adipura Program. Based on the result of this study, the study showed
that the success of Boyolali Regency in achieved Adipura for 2005-2012, was performed by
strategy and was supported by the factors such as: 1) coordination strategy by effective
communication that was supported by: the commitment by all stakeholders,, 2) Selecting and
proposing strategy the location for assessment competitively that was supported by
Adiwiyata Program, as an environmental based school and the settlement of managed
community, 3) Efficientcy and effectivity strategy of Budgeting in the success of Adipura,
was supported by: partnership with BUMD, BUMN and private sector, optimalization of
routine activities in SKPD, and the integration of technical sectors especially SKPD of
cleanness administrator (DPU&ESDM) and Municipal Forest Administrator
(DISPARBUNHUT),4)The strategy to increase the community participation that was
supported by: community culture, the availability of communication medium, mutual
cooperation action, clean friday, and clean Sunday, 5) Strategy of controlling and mapping
of priority locations based on weight/value grade appropriate to Adipura criterion supported
by : PKL and advertisement control at strategic location, trader control in the market, vagrant
control. Whereas the impeding factors include the strategy that was performed was not
optimal yet because: waste administration was not optimal yet, rolling or mutation of
administrator staff, lack of socialization to the new comer citizen, lack of community human
resources to using information technology. |
