A Parliament is an institution which is responsible to represent people�s interest. The type of parliament arranged in many countries is bicameral. Such as in Indonesia. Generally, the roles of the second chamber in the parliament are to check and to balance the first chamber and also the executive power branch. Meanwhile, in Indonesia, the DPD as the second chamber occasionaly can not play its roles. It was restricted by the UUD NRI Year (1945) and the regulations under it. In order to maximaze the DPD�s roles, there are two ways can do. First of all, to amend the Constitution which is enrolled and guaranteed the roles of DPD as the strong second chamber. Secondly, if it does not to be amend, then so the regulations under it shall be restrained from minimalize the roles of the DPD. Also, the DPD with its self shall empower its roles with keeping and guaranting integrity of its members as well as institution and also building network to other entities. This thesis explains the problems and opportunities to strengthen the DPD�s roles. It uses the social-legal research methods which find the data by literatures and interview with resource persons.
