Summary:The research, titled �Effectiveness of Environmental Management by Housing Community in Kampung Margorukun� aims to identify the successful achievement of the goals and effectiveness of the environmental management programs, which includes solid-waste management program and waste-water treatment. Analysis of goals achievement aims to identify the program's success rate in addressing community problems in that area. Meanwhile, analysis of effectiveness level was conducted to identify factors that support or hinder the effectiveness of programs. In this research, effectiveness theory of Jones (2007) is used as a frame of reference in the process of analysis and discussion. In his theory, Jones presents three main aspects in the effectiveness evaluation which includes of resource management capability, operational capability and function of the program, and ability to provide services for community target. To discuss results and reveal more clearly about the phenomena that occur in the research area, researcher also use other supporting theories as a reference, including theories of environmental management, housing, and community participation. The main conclusion from this research indicate that the major capital of successful environmental management programs in Kampung Margorukun starts from the establishment of community character to care about environment. Moreover, the positive interaction between people and the built environment is also be a supporting factor for the realization of environmental management programs as appropriate solutions to overcome the problems.
