Self-sufficient new town is a large-scale settlement which is planned to reduce the burden of its parent city through a self-sufficient strategy. This strategy, commonly realized through the provision of integrated infrastructure and self-contained, so that the new town residents can meet most of their needs within the same area. In Indonesia, the development of new town often experiences common issues such as dependency. So did the self-sufficient new town, dependency phenomenon characterized by high frequency of new town resident�s movement into the parent city to meet most of their needs. This study was aimed to find the factors that influence the dependency of self- sufficient new town to its parent city. It becomes important to see how the complex relationships between the new town with its parent city, so that the future development of the new town has a more efficient strategy when they have to face the dependency. This research used observation using inductive-qualitative approach and the in-depth interview technique. The study object in this research is Kota Harapan Indah (KHI) with Jakarta as its parent city. This research found two factors that lead the dependency of KHI residents to their parent city, Jakarta and the surrounding areas, namely: 1) the individual historical factor and 2) needs to improve their quality of life factor. �Individual historical factor� is a dependency factor that is related to historical journey or experience of an individual about the activities they are doing. And �the needs to improve the quality of life factor� appears from a person's desire for something, in which the parent city can fulfill it the most. These both factors make KHI development can be success only on the physical aspect, but it cannot succeed the economic and social aspects. This study concludes the dependency of new town as a phenomenon that emerges from complexity of the inhabitant�s consideration.
