Dafri Agussalim, MA ETD In November 20 1989 The United Nations adopted The Convention on the Rights of the Child (UNCRC) as a set of principles and obligations which aims to transform the lives of the children worldwide. These obligations cover a wide-range of basic rights for children, ranging from civil and political rights to economic and social rights. It has since become the most acknowleged human rights instrument throughout the history, ratified by 191 of 194 countries around the globe. More than two decades have passed since Indonesia signed and ratified UNCRC in 1990, which indicated Indonesian Government�s agreement to implement its provisions. Indonesia is obliged to promote and protect the rights of children through its law, policy and practice as prescribed by the legally-binding convention. Over that period, the adequacy of Indonesian government national framework relative to the convention postulates a meticulous examination not only of the written constitution, but also of how the constitution is applied. The implementation is merely seen as formal process rather than an effort to improve the lives of Indonesian children -- indicating non-compliance behavior against the formerly- ratified UNCRC and an enermous amount of work to be done.
