Summary:The quarrel between all South China Sea claimants has not been resolved. Four members of ASEAN which are directly involved (Vietnam, the Philippines, Malaysia, and Brunei), have to make a role especially to stabilize the region. However, although all ASEAN members have stated to deal with the situation cold-headedly, there are some different attitude among ASEAN members, whether in diplomatic meeting or in the field. The objectives of this research is to analyze the implication of that situation to ASEAN Security Community. ASEAN Security Community is one of the three pillars of ASEAN Community declared in 2003 in Bali. In this research, in accordance with Holsti analysist about Karl Deutch�s security community theory, three things which are the highlights towards ASEAN Security Community are discussed: talks about war possibility, the allocation of resources to build military power, and acceptance and obedience to certain rules and agreements. After that, this writing will present its implications to plan of actions that have been made by ASEAN to become security community.
