Summary:The urban center is the center of activity as there are variations in land use that offers a variety of activities. Not all places in the center we can be reached by motor vehicle. One non-motorized mode is used to reach a place that is inaccessible by foot. Pedestrians are closely linked with pedestrian space or in other words, pedestrian paths. Pedestrians need safe and convenient pedestrian ways so that it can accommodate all pedestrian activity. In fact, in the field that much pedestrian ways were converted then the pedestrian rights ignored and pedestrian safety is threatened. Locus of this research was in Lapangan Merdeka Medan area. The objective of this study was to quantify the effectiveness of pedestrian space as seen from three aspects: the activity of pedestrian space utilization, level of service from pedestrian ways and pedestrian level according to the attributes of pedestrian space. The method used in this research was a qualitative deductive method by quantitative calculation. The data obtained by field observations and questionnaires, where the questionnaires were given to the user pedestrian ways at the locus of this research. The results showed that the effectiveness of pedestrian space has not been effective, because it has not met these three aspects. Aspects of level of service from pedestrian ways was appropriate standards but did not meet the criteria, while two other aspects such as space utilization pedestrian activity still did not consistent to the guidelines and pedestrian level according to the attributes of the pedestrian space indicates that the level of expectation pedestrian greater than the level of performance. Pedestrian movement in this area was quite crowded so the need for effective pedestrian space so important to support all activities of pedestrians. The results of this study can be considered for policy makers in planning pedestrian ways in the urban centers.
