Summary:The provincial government's efforts of Daerah Istimewa Yogyakarta (DIY) in the management of riverside areas cannot be separated from the role of the community, especially who live around the riverside that has directly impact to the management Winongo is one of the three major rivers passing through the province of DIY. The role of the community is local CSOs (Civil Society Organization) named FKWA (Forum Communications Winongo Asri) which connects the government with the people along the river. FKWA has worked with many institutions, both from the government as well as the foreign organizations. One of the areas in FKWA is Pakalan that consists of Ngampilan and Pakuncen urban area. From Pakalan, it is know that there is less organizational coordination processes. The lack of coordination at the segment level (lower hierarchy level) is unfortunate, seen the top hierarchy level coordination FKWA with external institutions has been well established. The indication of the lack of coordination is the caretaker Pakalan degradation activity and the lack of involvement of local formal area caretaker (RT and RW). This study aims to determine the line of coordination process of Pakalan and coordination obstacles in the coordination process. Theoretical logic that was used includes the role of the coordinator by Henry Mintzberg, the concept of the role of members, and Maslow's theory of motivation. The method used was descriptive analysis. Data gathering techniques used were observation, interviews, and documentation. It is known that the line of coordination in Pakalan began from providing the proposal sheet to each RT. Then it handed over to RW and returned to the caretaker of Pakalan. Next step is the caretaker of Pakalan submitted the proposal sheets to FKWA by the approval from urban area and district chief. Finally, FKWA transmitted the proposal to the central government. There are some coordination obstacles known such as: the lack of coordination in collective leadership system, hampered dissemination, social resentment, partisan in the organization, the deference of interests between the public and government regulations, the quality of the government development is not maximize, and the difference of administrative area. Other obstacle is fulfillment of cohesiveness points like attraction organization and motivation are not maximal yet. Besides that, fulfillment of trust points like honesty and openness, regularity, and notfeeling disadvantages also not maximal yet. Recommendation is government and administrators FKWA need giving more role to strengthen the coordination and increasing the communication between Pakalan caretaker as FKWA members through intensive explanations and regular meetings that effective.
