This study sought to examine factors - factors that influence state policy in domestic violence.would need to be investigated because of the persistence of violence experienced by women and children in East Timor . Policies that have been clearly explained that domestic violence should be prevented from happening again . However , in reality there are a lot of people do not understand the context of existing policies . It is also influenced by the very strong patriarchal traditions in East Timor so it still happened domestic violence . Researchers will seek factors - factors that affect the implementation of policies to combat domestic violence . Among others, is the source of policy implementation , the nature of the implementation agencies , communication between organizations concerned with implementation activities , and the economic, social and political . This research seeks to examine the factors - factors that influence policy in response to domestic violence , especially about the importance of government programs in tackling domestic violence . For this research , qualitative research design is used where the technique using in-depth interviews and observation . From the research it appears that the human resources within the structure of government or implementing actors in the implementation of domestic violence policy is still very weak .Weak resources greatly affects the implementation of a policy due to lack of deep understanding of the mission and the policy context. Therefore , it is difficult to get optimal results . In the recruitment of employees in the organization of the Timorese government still found the practice of nepotism. This practice is the act of choosing his own relatives, friends or companions to occupy positions in government . Therefore, the recommendations made from the findings of this research is necessary given the depth of understanding and knowledge of the human resources in particular on gender so that will no longer gender bias and also training and strengthening women's political skills Timorese so actively involved in activities - political activity especially in the legislature and political parties.
