The purpose of this study was to determine how the organization of the practice nurse in the enjoyment of the rights and obligations of nurses at the General Hospital of Rokan Hulu after discharge Health Ministry Regulation No. 148 of 2010 the Regarding Implementation of License and Practice Nurses. This study uses a juridical-empirical approach, which aims to identify and conceptualize law as social institution which is real and functional in living systems are patterned. Juridical approach of this research is the approach in terms of legislation and legal norms in accordance with the existing problems, namely the study of literature, whereas the empirical approach to go directly to the object that is the way field research to gain an overview of the implementation of the Health Ministry Regulation No. 148/2010 on the implementation of Licensed Practical Nurse at Rokan Hulu General Hospital, Pasir Pengarayan, Riau. Location of the study was the Regional General Hospital Rokan Hulu, the study subjects were nurses. How to capture data using questionnaires and in-depth interviews with respondents and informants. The results showed that the implementation of the Health Ministry Regulation No. 148/2010 on the Implementation of Licensed Practical Nurses at Rokan Hulu General Hospital can be said to have gone well, but in connection with the fulfillment of the rights and obligations related to the implementation of practices such it there are several factors that can be summarized as follows: a. Implementation of the STR ownership have not run optimally yet. Arrangements regarding STR regulatory uncertainties still exist in the area because it is still an arm of the central authority in the province through the provincial assemblies of health workers (MTKP). SIK ownership SIPP ownership is still low and there is no one, this is due to lack of socialization of interested parties to the nurses. b. Fulfillment rights of nurses has not run optimally in terms of the right to legal protection in implementing standards of nursing practice and the right to protection against the risk of work-related duties. c. Fulfillment obligations of nurses is also not optimal in terms of the obligation to provide information about the patient's health problems and services needed and the obligation to conduct a systematic recording of nursing care.
