Summary:Backgrond : Health development surabaya city is currently focused on increasing promotive and preventive. Improvement of public health, including the preventive of communicable or non-communicable disease, by improving environmental health, nutrition, behavior and early warning. Health promotion programs prevention policies malnutrition not running optimally procedurally, it is influenced by the ability of resources, infrastructure and bugdet allocation in the implementation of health promotion programs in surabaya city. Methods : This type of research is a qualitative research case study design. Methods of data collection in-depth interviews using an interview guide, focus groups, observation and documentation to obtain information. Result : In the implementation of health promotion policy programs revealed a number of weaknesses in procedural. Weakness occurs when the policy has been set but it is not accompanied by the implementation of field operations, namely : implementing ineffective, lack of human resources need and competencies owned, budgetary resources which are very small and not in accordance with the number of cases, resources infrastructure owned by unmet health centers for activities in the building and outside the building as needed amount. So that the implementation of health promotion programs prevention policies malnutrition does not run according to the purpose. Conclusion : Implementation of health promotion programs prevention policies malnutrition must be supported by a skilled human resource and capable. Available infrastructure and insufficient budgetary allocations provided in the implementation of activities
