Summary:Way Sekampung had a relative high annual debit fluctuation and hence it was necessary to retain the excessive water debit in the rainy season to overcome the deficit of the water in the dry season by constructing Batutegi reservoir in the upper stream of Sekampung riverbank. The operation of the reservoir was synergized with Argoguruh weir that the water release of the reservoir was integrated with the weir of its lower stream. The study aimed at finding out the optimal management of the water release of the reservoir by making water balance analysis to see the water supply/the water allocation. Batutegi reservoir aimed at supplying water to Sekampung irrigation system, water power plant, fresh water and conserving water resource. The operational guideline of the reservoir was obtained from the analysis of optimizing formulation with linear deterministic program in which calculation parameters were used as inputs in finding out optimal reservoir operation pattern. A simulation model was built using standard operating rule method to regulate the release of the water. The final results of the optimizing were as follow: the regulation pattern of the water release of the reservoir in each of the operation period, the mean k value, the performance reliability of the reservoir operation with the reliability (R), optimal operating rule guided by rule curve and debit mass curve as control of the superficial water of the reservoir. The results of the analysis of the water balance and the mass debit curve showed that the annual potential of the reservoir was enough to satisfy the need for irrigation water and fresh water that it could be regulated using release operation pattern that the irrigation water supply in each period satisfied and fresh water the need. The control of the superficial water of the reservoir in the normal zone was carried out using a rule curve as the limitation of the water surface of the reservoir and the mass debit curve for actual release not to exceed the cumulative inflow. The results of the optimizing at the reliability (R) were 100% and the mean of the factor k was 1. The cultivation intensity in Sekampung irrigation system increased from 200% to 300% because of the addition of cultivation season from 2 seasons to 3 seasons with various cultivation schedules.
