Summary:A total of 165 families in Hamlet of Kalitengah Lor and 35 families in Hamlet of Dusun Sambungrejo after the eruption of Merapi in 2010 chose to remain living in the village of origin. Although they lived in a hamlet of Disaster Prone Region III (KRB III) and directly affected area 1 (ATL 1) which is not allowed as residential areas and relocation policy applies. Approach which has been taken by the government such as socialization and direct approach to the public, but until last year the rehabilitation and reconstruction of Merapi (2011-2013), the people still refuse relocation. This study aims to: 1) examine the factors that cause rejection of relocation by the people in Dusun Sambungrejo and Dusun Kalitengah Lor, 2) know the aspirations of the people to the government, and 3) determine the follow-up of citizens, governments, and Non-Governmental Institutions after rejection of relocation. Research sites in the hamlet of Kalitengah Lor, Glagaharjo village, Cangkringan, Sleman regency, Yogyakarta and Sambungrejo Hamlet, Balerante Village, Kemalang, Central Java Province. Methods of research are case study and mixed research methods. Data was collected by taking questionnaires, interviews, focus group discussions, literature review, and documentation. Technique of sampling is random with an error rate sampling of 5%. The data processed with descriptive frequencies, cross tabulation (crosstab) and bivariate correlation analysis showed linkage to several independent variables and the dependent variable. The result is written to the explanatory approach. The results showed that the internal factors are the dominant factors that cause people not willing to be relocated (81.2%). Of 8 kinds of aspirations, aspirations dominance of Hamlet of Kalitengah Lor likened the assistance and remain unnoticed by the government (37.3%), while Hamlet of Sambungrejo still not willing to submit their relocation (33.3%). The follow-up will be done by the citizens after the rejection of relocation are citizens ready to apply the concept of Living in Harmony with Merapi with continue to improve the preparedness and are willing to be evacuated in the event of an emergency. Government in this regard still trying to do outreach to the citizens to be willing to move and is committed to providing facility to the residents of disaster risk reduction. While non-governmental organizations such as WALHI Yogyakarta and ARKOM are committed to assist the citizens in order to increase the capacity of disaster mitigation.
