Summary:Indonesian labor placement is a process of migration of population that has been already going for a long time in Indonesia. Along the way, the migrant worker placement process caused various problems, both in Indonesia as well as in the destination countries. To overcome that, the government has responded with a number of regulations. However, until today, some problems in the process of migrant worker still remain. The purpose of this study is to examine the contents of the existing regulations in response to the migrant worker�s problems, and to explore the arrangement of responsibilities and authorities of the agencies related to migrant workers management. To achieve the above objectives, this study uses qualitative methods. To understand the contents of the regulation in responding to the problems of migrant workers, the researcher employs a documentary study as the data collection technique. In analyzing the data, the researcher uses data analysis techniques such as the reduction of data, content analysis and drawing conclusions and verification. From the analysis, it can be concluded that most of the problems that occur during the placement of workers are caused by a lack of regulation. Most importantly, those problems are related with the absence of specific governing regulations, while it is actually already mandated by the higher regulation. For example, the lacks of regulation are apparent in the case of dissemination of the placement of migrant workers to the general public and in terms of providing legal aid to migrant workers who have legal problems. Not only lacking, the regulations concerning with migrant workers are also confusing, particularly in terms of setting the authorities among government agencies, such as in the case of submission of SIPPTKI and supervision of job training for migrant workers. The other problems occur due to the implementation of policies that are not in accordance with existing regulations, such as in the case of the issuance KTKLN and submission of insurance claims. In the discussion on the issue of sharing responsibilities and authorities among the executing agencies of migrant workers management, it is found that there are still some overlaps on the division of tasks and responsibilities among the institutions, namely between the Ministry of Manpower and Transmigration with BNP2TKI in the supervision of PPTKIS and the issuance of the Deployment Permit. In addition, there are two tasks and authorities of the district / city governments in the implementation of recruitment that should not be carried out by the same institution at once, namely, as the executors of recruitment and supervisors.
