Summary: | Indonesia is an archipelagic country where sea transportion is an important tool to
connect many places in this country. Sea transportation network as a part of the
water transport network modes have different characteristics compared with the
other transportation modes which capable of carrying passengers and / or goods
in large quantities . It also could travel on the considerable distance either between
islands and / or between countries. The ship is not only consider as a regular
transport, however its also because of the nature, type and form as facilities /
modes to support acertain works in the waters (its specialization nature). With
passion and desire to enhance the national shipping industry in its own country,
therefore the implementation of the cabotage principle is consider as a fixed price
for all types and forms of vessel and should be consistent, as mandated by
President OF Republic of Indonesia Instruction Nr. 5 year 2005 and Act Nr. 17
year 2008 concerning Navigation . Government should provide support and
convenience to the national shipping industry to acquire facilities and
infrastructure to ensure the implementation of the cabotage principle i.e by
providing financial support / loans from financial institutions , as well as a longterm
contract assurance to attract major investments to meet the sea transportation
company requirements, where the government should guarantee it. The Benefits
for Indonesia as an archipelagic country, should gives all national potential
modalities in economic activity and development in order to increase national
production and increase national income, but it is unfortunate that the willingness
and seriousness of the government is only half-hearted in the implementation of
cabotage principle, since there are rules and regulation that allowed vessel which
has not yet been registered as Indonesian flag, by providing dispensation or policy
to use the foreign flag in Indonesian waters with political interests considerations.
The Implementation of cabotage principle is responded by many users of shipping
industry by establishing agency not to increase their shipping fleet to meet the
needs of sea transportation, which has more than 20 years of age . Hence the rules
and regulations are required to support the national shipping industry to be more
effective, and to gives more certainty in business. |
