This quality of service public really effects public perception of the bureaucratic performance. The importance of the service�s quality which is capable to meet social needs or acceptable to public judgment is set in Renstra Provinsi DKI Jakarta. The objectives of this study are to identify the quality of Marriage certificat Service of the Department of Demography and Civil Registration Province The Jakarta Special Capital Region and to analyze the performance of the Civil Registration Service whether or not it has met the standards of service established for fulfilling the social needs and recognize any factors that are likely to influence the quality of birth certificat service for people to feel satisfied. Well, subject of this study included officials and staff of the Department of Demography and Civil Registration Province The Jakarta Special Capital Region that are competently related to registration of marriage certificates, and people that need the civil registration service especially that of marriage certificate. Methods of data collection involve interview, questionnaire, observation and secondary data while analytical approaches include qualitative-analysis considering the gathered data are also qualitative in fashion, as described in words or emerging cases. From the results of analysis, it appears that the policy is not yet perceived in its significance and content due to the shortcomings of authority�s socialization
