Summary:Juvenile delinquency has increasingly been felt in urban areas, including in Yogyakarta Muncipality. The areas vulnerable to lead a juvenile delinquency are slum urban settlement. The low level of economic welfare, lack of education, and the narrow public areas for children to grow and develop since the earlier phase of life cause the increasing amount of juvenile delinquency. Children have disorder in mental development, so they are difficult to have better social life and if it is ignored with no adequate treatment, their character become worse and lead to the development of juvenile delinquency. Therefore, the purposes of this st udy are to analyze the roles of AWI in the empowerment of the poor children community through the development of character education, and to identify the implication of the empowerment of the poor children community on the increasing character of the poor children in the slum urban settlement of Yogyakarta Municipality. The study was conducted using a descriptive qualitative method. The data used in the study were primary data collected through observation and in-depth interview, and secondary data obtained using a documentary technique. The data collected were then analyzed in a descriptive and qualitative manner. Results of the study indicate that AWI was a non-government organization as a part of the civil society that since the beginning greatly dedicates itself to the empowerment of the poor children community in the slum urban settlement of Yogyakarta Municipality. There were, at least, four empowerment strategies AWI developed through character education: (a) the development of informal learning, (b) the facilitation of art and cultural expression spheres, (c) the involvement of family in the empowerment, and (d) the development of children-friendly society and environment. By the empowerment strategies, the poor children community under the assistance of AWI have many behavioral changes, thus reflecting the increasing of character values to be better, particularly in four aspects, including (a) developing better thinking and communication capabilities, (b) developing self-actualization through art and cultural expression as well as the higher level of participatory capabilities in each program and activity by AWI, (c) developing the higher level of communication with the more intensity of interaction with parents and (d) developing the capability to be harmonious with environment by always maintain the nuance of cleanness and peace in the surrounding environment.
