Summary: | This research discusses the effectiveness of BKSP Jabodetabekjur
secretariat functions. BKSP Jabodetabekjur secretariat is formed as the operating
core and the supporting staff of BKSP Jabodetabekjur for the governor and
mayors in Jabodetabekjur. The goal of BKSP Jabodetabekjur secretariat is to
synergize the development in Jabodetabekjur area. In order to reach the goal,
Secretariat BKSP performs 5 functions based on Permendagri No.6/2006. The
implementation of Secretariat function is analyzed in order to observe the goal
achievement process as an indicator in analyzing the effectiveness of an
organization.
This research employed qualitative method with data triangulation as the
analysis technique. The researcher analyzed the data from documents, meetings
notes, in-depth interviews, and participative observations. Then, the result of the
analysis was rechecked with the interviews of 16 Secretariat BKSP officers.
Finally, once again the result was rechecked by re-interviewing the head division
of the organization in order to get a valid research.
The result of this research was that BKSP Jabodetabekjur secretariat
functioned more as the coordinator rather than as the program evaluator. The
secretariat functioned more effective as the coordinator than as the program
evaluator. The secretariat did not function as the program evaluator effectively at
all because monitoring and evaluating program are performed by the
governments of Jabodetabekjur, not by Secretariat BKSP. Because of the
ineffectiveness, the organization goal was not achieved. Most all of the programs
were made in order to fulfill the needs of DKI Jakarta. Organizational structure
and authorities, members�trust and commitment, intergovernmental procedures,
and consequential insentives influence the effectiveness of Secretariat BKSP
Jabodetabekjur functions. |
