Samsu Rizal Panggabean, M.Sc ETD North Korea and South Korea separated as a result of the agreement between the United States and Russia at the end of World War II. Both are officially separated in a line called the line of 38 degrees or known by demilitarized zone (DMZ). Russia occupied North Korea and the United States occupied the area of South Korea. It makes both Korea has a system of government that are different from each other. Since the two countries agreed on a cease-fire in 1953, although the peace agreement has been reached, such as July 4, 1972, the Joint Communiqué between North Korea and South Korea and the Joint Declaration of 15 June 2000 between the two Korean leader at the time, but the conflict is still ongoing, seen from the intensity and action of North Korean propaganda that quite high. North Korea continually held a nuclear test and missile launches as coercive diplomacy. To suppress the provocative actions of North Korea , the United States uses the largest dispute resolution forum Korean Peninsula called Six Party Talks ( SPT ) , while on the one hand , South Korea actually wants a resolution of the conflict between South Korea and North Korea through the negotiating forum . However, SPT which composed of the United States, Russia, China, Japan, and both Korea came to a halt since the release of North Korean negotiating table in 2009. The existence of third parties who are trying to achieve these interests by utilizing the Korean Peninsula as a game arena make this conflict more complex. It also shows that the Korean conflict resolution strategies using multiple mediators are ineffective. The emergence of new parties in the form of a single mediator is needed to remove the deadlock. Indonesia, a country whose position and its potential should be reckoned, having the opportunity to take this role.
