Summary:The changes of land use in Ternate Island due to the presence of Ternate City in the Island, has led to increase the area that is built up which then have an impact on the reduction of water catchment areas. if it continues then it will contribute to the improvement of the direct flow resulting in increasingly large peak flows in the river. Therefore we need the data, information and strategies in dealing with these problems. The objective of this study is to be : (1) estimated peak discharge at the entire watershed on the island of Ternate. (2) determine the approximate amount of rainfall can cause flooding at each outlet stream, and (3) review of flood mitigation strategies based on the design of land use change scenarios. One of the methods that can be used to measure the magnitude of the peak flows in a small watersheds it's The Rational Method. This method itself works by three main parameters: (1) Runoff Coefficient, (2) Watershed Area, and (3) Intensity of Rainfall. Calculation results obtained from these methods, then be validated by using the Manning equation. This equation is done at each watershed outlet where the parameters are measured and observed left-right width and height of the river embankment, slope and surface roughness values of the river. s Based on the results of the processing of the Rational Method and Manning Equation, obtained each return period either 2, 5, 10, 20 and 25 years, watersheds that have the smallest peak discharge is Sulamadaha II and which has the greatest peak discharge is Takoma. The magnitude of the difference peak discharge using the rational method, is determined by the physical characteristics of a vast watersheds and land uses of each watersheds, whereas the characteristics of rain precipitation has no effect because the calculation process is done, the value is considered equal for all watersheds. However, in determining the intensity of rain each watershed differ due to differences in the concentration time (tc) of each watershed . Then within a period of 25 years, all watersheds in the island of Ternate is still relatively safe from flooding if the only contributing factor due to the rain. From 31 watersheds in the island of Ternate, 4 watersheds classified or potentially flood-prone watersheds that Huda, Sangaji, Tobelou and Tobololo II.
