This study aims to determine the level of compliance, and the factors that affect compliance, as well as provincial government regulations on the implementation of the medical referral in patients referred to hospital. Dr. M. Haulussy. This study is a study that combines qualitative and quantitative nature of the approach used is empirical juridical approach. Juridical because the study was conducted within the scope of the science of law, in particular the health law. Empirical research because this is basically the study of compliance include medical referral in patients during treatment in hospitals. Dr. M. Haulussy. These results explained that the level of compliance include medical referrals to health care as very obedient and submissive, whereas adherence shown by patients as very docile, obedient and less adherent. Compliance is formed from a form of social diffusion that occurs in society. Factors affecting compliance in health care, there, ie internal factors and external factors. Internal factors include: Compliance respondents, understanding, and support the family. External factors, including: infrastructure, environment and policies/rules/regulations. On the other hand it is known that there is no government regulation of the referral system, at the provincial and district/city, while the product is a basic law in the implementation of the health care system .
