ETD This study is an attempt to answer the effect of non-budgetary factors affecting public health in six provinces in Indonesia, i.e. the Provinces of Aceh, Papua, Bangka Belitung, North Sulawesi, Central Java, and Yogyakarta Special Region. These six provinces are examples of the anomalous effect regarding the health budget on community health status in Indonesia. Aceh, Bangka Belitung, and Papua have higher health spending per capita, but the health of the people is inadequate. While the Special Region(district) of Yogyakarta, Central Java, and North Sulawesi spending less health budget comparing to those three province, the status of public health shown to be better. Public health in this study is determined by global standards of the United Nations Development Program (UNDP), the infant mortality rate (IMR), child mortality rate, and life expectancy rate. This study shows the influence of four non-budgetary factors to public health, namely economic factors, environmental factors , mother�s education factors , and health service factors. These factors are used to determine the index of public health by determining the composite index formed from each component index of health status indicators in each province, infant mortality rate, child mortality rate and life expectancy rate. The analysis shows that all four factors mentioned above have significant influence on public health in the six provinces . The influence of economic factors are indicated by the relationship between the regional gross domestic income with index of public health status. Educational factors influence are indicated by the relationship between the average length of school study and female literacy rate of the public health index. The influence of environmental factors is shown by the relationship between household with adequate water sanitation and community health status index. While the influence of health service factors is shown by the relationship between the ratio of the number of Integrated Health Centers (Posyandu) in villages, the number of infants immunized against measles, the population ratio of the number of health centers, and health center ratio of doctors in the number of health centers to community health status index.
