The working world demands to the skilled workers encourage the job seekers attending non-formal training and education to increase their skills and expertise. In this case the Ministry of Manpower and Transmigration through the Central Technical Managing Unit (UPTP) Industrial Training Center have important role in preparing the job training. The primary objective of this research is to know the extent of job training effectiveness level and the factors influenced the effectiveness level in implementation of the main task and functions in the Central Technical Managing Unit of the Industrial Training Center. This research was conducted at the Central Technical Managing Unit of Industrial Training Center of Semarang, located at Jl. Brigjen Sudiarto 118 Semarang This research uses a quantitative analysis descriptive method supported by data in form of tables and data obtained from interviews, observation and documentation. Collecting the quantitative data have been gathered then had settings and data processing with assisting a computer program of Microsoft Excel, while to the qualitative data have been gathered was conducted the data processing with the data reduction and simplification. While the data analysis technique using an interactive analysis by resting on the data reduction process, data presentation, and conclusion. Furthermore, to provide assurance for the conclusion stability and meaning interpretation as the result of research, then taking data triangulation. Based on the result of research, it can be concluded that the assessment of development of the job training effectiveness level in the Central Technical Managing of Unit Training Center of Semarang�s industry in 2003 - 2010 seen from the average number of the training program manager, amount of participants, amount of graduates, amount of certifications and amount of placements can be categorized effective.
