The evolution of the idea and practice of development has affected the structure of international aid, thus the policy continues to support transformation both in terms of distribution, orientation and patterns. As does the Australian aid policy, which is a DAC member and also one of the largest donor in the Asia Pacific. As for, this thesis is a qualitative study using constructivist perspective with focus on the analysis of changes in the Australian identity. In the perspective of constructivism, state action is determined by their perception of who is friend and who is enemy. The conditions lead the country to assess who is part of or outside the group (a process to identify themselves). Same thing applies to Australia toward Southeast Asia and vice versa. Sometimes Southeast Asia Australia perceives as a threat and become an enemy, while there are times when Southeast Asia is seen as an opportunity to become friends. This is actualized through Australia's ODA policy both altruistic and strategic. The alturistic ODA policy context occurs when an international structure is cooperative. Meanwhile, when the context of international structures is conflictual, then the Australian ODA becomes a strategic policy. The two contexts in the international structure in the study of identity are caused by two factors. First, when the international structure is shaping a strong collective identity for Australia to Southeast Asia. Second, if the international structure is shaping a collective identity that is weak against the Southeast Asia, Australian ODA becomes a strategic policy. Against these two context, Australian ODA policies in the last decade shows that the transformation which oriented to Southeast Asia is the implications of Australia�s collective identity strengthening to the region.
