Summary:PLO is a system that replace physical papers with digital documents so as to reduce the reliance on paper as well as to facilitate communication processes and archiving documents. There are several faculties at Universitas Gadjah Mada that have been using PLO that called Lumpia. As time went on, there are requests for new features. However, due to lack of documentations and several problems in database that were used such as the lack of data consistency, denormalized tables, and there is no history records on notification table, then the development is difficult to do. This research is focused on design and implementation of a database that supports multi-institution feature which is not yet owned by the database used in the Lumpia system. In addition, a data migration will be performed from Lumpia to the new system called Clove with adjustments made to comply with the new database. The results obtained from this research are in the form of a database design that supports multi-institusional features and transformation models for data migration from Lumpia's database to Clove system's database. The success of data migration determined by measuring how many data that successfully migrated.
